A certificate issued outside the UAE – a degree, a marriage certificate, a birth certificate, a company document – normally has to be authenticated in the country that issued it, then by the UAE mission there, and then by the Ministry of Foreign Affairs here. Each step depends on the one before it, and documents are regularly returned because the chain was started in the wrong place.
